Billy Joe Jay is a Roscoe High School and Texas A&M University graduate. He worked 16 years at The Roscoe State Bank before opening his business, Sweetwater Frame & Gallery. Jay has served on the Roscoe City Council and Roscoe ISD School Board. He was also a Roscoe Collegiate ISD P-Tech Advisory Committee member and a director of the Roscoe Financial Corporation until it sold.
In recognition of his outstanding contributions, Jay was featured in the Jaycees Outstanding Young Men of America catalog in 1982. Two years later, in 1984, he was elected Mr. Outstanding Citizen of Roscoe, a testament to his significant impact on the community.
Jay is a member of the First United Methodist Church of Roscoe, where he served many years as a lay delegate to the Northwest Texas Annual Conference. He has held several positions there, such as Chair of the Small Membership Church Committee, Insurance Committee, Conference Ministry Team, and Lay Leadership Committee. He held positions on the District Ministry Team and District Trustees in the Big Spring District of the Northwest Texas Annual Conference.
Today, Billy Joe Jay, a man of many accomplishments, is retired and proudly serves as the chairman of the Board of Directors of the Pioneer Museum in Sweetwater, Texas. His leadership and dedication continue to shape the museum’s future.
